The old Norwalk Building, located at 11 W. Norwalk Blvd., has been vacant for more than a decade.
It was demolished in the early 1980s.
The Norwalk building’s current owners, Hines and Associates, bought the building and were in the process of renovating it.
It has been open for more years than the new owners, but the property was recently bought by another company that plans to renovate the building.
The owners said they plan to make the new apartment complex into an artsy neighborhood.
They have put together a mural on the building, along with a sculpture by local artist, Matt Fusco.
The new owners hope to create an arts-oriented development.
They hope to have it open in late fall or early spring.
The original owners of the building have been trying to turn the building into a home for their family for years.
The current owner, Dan Kastel, said he bought the property in January and had plans to start construction on the project in October.
Kastle said he was told by the new owner that they would be able to open in fall or spring.
He said the new developers have also put in an offer for the property.
